How do I fire burning in Illustrator CS4?

I want to create fire in Adobe Illustrator, so it somehow looks like this: http://poverty.wrecked.org/blogphotos/wreckedfortheordinary/www/money_fire.jpg Clock i not allowed to use it in any Photoshop. all that needs to vector. Advice or guidance about how this kind of effect can be achieved?
